    The most important word in this entire letter is "withdrawal." If the IH portion of the application is withdrawn, all justification for the amendment to IH is withdrawn as well. Right?

    That leaves Chaney to prove that there was an error in the original zoning of his property or a substantial change in the character of the neighborhood in which one or both warrant the zoning change to CC. Right?
