    It's a desperate attempt to increase the numbers of support. If the commissioners read the letters, they will see that, if they don't, which is probably what is hoped for, it will only be looked at as a statistic: 220 opposed - 89 in support (just an example, but probably close to reality if you count employee letters & names)
